Ksamil has the most beautiful turquoise water and white sandy beaches (often compared to the Maldives), but it can get very crowded in July and August.
Saranda is a larger city with more nightlife, restaurants, and a ferry port to Corfu. Many travelers stay in Saranda for the amenities and take a 20-minute bus/taxi to Ksamil for the day.
